Accessible vehicles are arranged booking by booking. Describe what passengers need when you ask for a quote, and operators are asked for a vehicle that fits. What is available depends on the date and the area.

Why a hired coach may have steps

PSVAR, the Public Service Vehicles Accessibility Regulations, covers buses and coaches with over 22 passengers when they run local or scheduled routes, and coaches on that work have had to comply since 1 January 2020. Private hire is a separate sector. A coach booked for a trip, tour or excursion is not covered, so it may have steps and no lift. That is why you need to ask.

What to tell the operator

Say how many passengers use wheelchairs, whether each chair is manual or powered, and whether anyone can transfer to a seat. Mention walking aids, assistance dogs and anyone who needs a seat near the door. Wheelchair positions replace seats, so the seat count changes with the layout.

For a mixed group, an accessible minibus travelling alongside a standard coach is often simpler than one large adapted vehicle.

Local charges, permits and drop-off

In London, wheelchair-accessible private hire vehicles are exempt from the Congestion Charge while on a booking. Blue Badge holders get a 100% discount from Heathrow's Terminal Drop-Off Charge. Sheffield's Clean Air Zone has a local exemption for adapted vehicles with at least 10 seats carrying disabled passengers, applied for in advance. York: a group with special needs may apply for a council permit, no later than 7 days before arriving.

Venues publish their own arrangements. Wimbledon is moving its accessibility drop-off to Car Park 6 for the 2027 Championships. Ascot has Blue Badge parking and advises booking it for Royal Ascot. The Dover cruise terminals have lifts to all floors.

Can an accessible vehicle be guaranteed?

No. Operators are asked for a vehicle that meets the needs you describe, and you see what is offered before you book. The more notice, the better the choice.

Should we ask for a ramp or a lift?

Tell the operator the size and weight of each chair and whether the passenger stays in it for the journey. The operator can then say which access suits.

Do Scottish Low Emission Zones apply?

The vehicle normally has to meet the standard, but Scottish zones exempt vehicles carrying a Blue Badge holder. Check the rules for any English city on the route.
